Your mother has papillary thyroid with loco-regional recurrence. In this situation, chemotherapy as well as radiotherapy has limited benefit.
She has refused consent for chemotherapy. In any case, doxorubicin has efficacy in only a third of patients.
A debulking surgery is a reasonable option.
There are a number of new drugs, some of them oral, that are currently undergoing testing. Unfortunately, there is insufficient evidence at present to suggest that your mother try any of them.
