Melanoma is a form of skin cancer that develops on sites of dysplastic nevi (moles that have malignant potential). For melanomas that develop on sun-exposed areas like the arms, back, and legs, the development of these melanomas are indeed correlated with intense acute exposure to sunlight.
For your situation, the bottom of the foot is not exposed to sunlight, and the development of the melanoma may be due to an inherent genetic anomaly or the presence of a previously unnoticed dysplastic nevus.
Mole changes that may reflect dysplasia and malignant potential would include change in color, irregularity of borders, and obvious enlargement.
Make sure that you wear over-alls in your job covering most body surfaces, and have a regular physical examination measuring and taking note of every mole in your body. Unfortunately, sun screens may not help much in terms of melanoma.
